Progressive,
efficient and responsive city government and municipal services
prepare Greenville to meet future demands while enhancing the
quality of life for citizens - private and corporate - on a daily
basis. As the county seat, Greenville also benefits from easy
access to services provided by county, state and federal agencies.
CITY SERVICES
Municipal Government: Greenville is a home rule city
with a city council/city manager form of government. Six council
members, elected to staggered three year terms, represent the city’s
six voting districts. The mayor, elected at large for three years,
presides over Council meetings, held the second and fourth Tuesdays
of each month.
Citizens are encouraged to attend meetings and workshops.
“Citizens to be Heard,” in which anyone in attendance may speak
on any topic, is an agenda item at each meeting.
The City Council chambers are located at the Municipal
Building, 2821 Washington Street. (903) 457-3100. All Council meetings
are accessible to the disabled. Interpreters and special assistance
are available.
- Development Information and Building Permits: The City's
Community Development Department can answer questions about
land development and building permit requirements. A building
permit is required to construct, alter, or repair any structure
or building, including residential accessory buildings such
as storage sheds, car ports, etc. that are 100 square feet or
larger.
- The Community Development Office is located at 2315 Johnson
Street, (903) 457-3160.
- Garbage Pickup: The City contracts with IESI (Independent
Environmental Services Inc.) for refuse services. Residential
service includes twice weekly pickups and free large item pickup
on the second pick-up day every week.(Appliances containing
freon must have a certificate of freon removal.) Commercial
service offers several options for container size and pickup
schedule.
- Deposits for garbage service are made at the Municipal
Building. For unscheduled service needs, IESI can be contacted

- Curbside Recycling services are provided free of charge.
- Public Health: The City Sanitarian inspects restaurants
and other food service establishments, day care centers, overgrown
lots with debris, substandard structures and responds to other
health-related complaints.
- The Sanitarian’s office is in the Municipal Annex, 2315
Johnson Street, (903) 457-3146.
- Fire Department: The Greenville Fire Department responds
with a force of 45 well-trained, certified firefighters located
in four stations. The department cooperates with Hunt Regional
Medical Center and the Red Cross to offer classes in CPR and
first aid. The department’s public education services also include
fire safety programs for local schools.
- Fire Administration offices are located at the Public Safety
Building, 2603 Templeton Street, (903) 457-2940.
- Police Department: 49 sworn officers provide protection
for Greenville citizens. The department offers a Crime Stoppers
program, vacation house watches, Operation ID, home security
checks, crime prevention, residential burglar alarm response
and a Neighborhood Watch Program. The McGruff Teaching Program
provides support for substance abuse prevention and “stranger
danger” programs in local schools. Community involvement and
cooperation are fostered through the Citizens Police Academy,
Teen Police Academy, the award-winning Summer of Safety program
for children, and Turn Around Greenville.
- Police Department headquarters is located at the Public

- Municipal Court: The Municipal Court is located in
the Public Safety Building, 3000 Lee Street, (903) 457-3129.
- Animal Control: Stray animal pick ups within the city
limits and “adopt a pet” programs are offered. The Hunt County
Animal Shelter of Greenville is on Highway 69 S, (903) 457-2990.
PUBLIC SAFETY
Greenville has Enhanced 911 Emergency Response service.
Dispatchers can immediately determine the physical address from
the origin of the emergency call.

SERVICES
County services include County Court, District Court,
Hunt County Sheriff Department, Hunt County Jail, Veterans Service
Office, Texas Cooperative Extension Service, CETA Manpower Services,
Justice of the Peace and Juvenile and Adult Probation Services.
- Auto Registration: New residents have 30 days after
the establishment of residency or initiation of employment to
register vehicles with the State of Texas.
- The Vehicle Registration Office is in the Paul Mathews
Exchange Building-1st floor, 2500 Johnson Street, downtown
Greenville, (903) 408-4160.
- Voter Registration: New residents may vote after they
have resided in the county for 30 days. Registration is handled
through the County Tax Assessor/Collector’s office in the Hunt
County Courthouse, (903) 408-4150.
- Taxes: The Hunt County Tax Appraisal District performs
tax appraisal for the city and county. Taxes are collected by
the Hunt County Tax Assessor/Collector and distributed to the
taxing entities. These include: City of Greenville, Hunt County,
Hospital District, Greenville Independent School District. Hunt

STATE SERVICES
- Driver’s License: New residents to the state must
apply for a Texas Driver’s License within 30 days. Applications
are available from the Department of Public Safety, Hunt County
Sheriff's Department and Justice Center, 2801 Stuart Street,

- Vehicle Inspections: State vehicle safety inspections
are performed by many local businesses, including service stations.
Authorized inspection stations display an authorization certificate
from the State of Texas. Vehicles must be inspected yearly.

- Post Office: Greenville is divided into four zip code
districts: All street addresses north of Loop 380 (Joe Ramsey
Boulevard), 75401; all street addresses south of Loop 380, 75402;
post office boxes 1-7999, 75403; post offices 8000 and up, 75404.
The Main Post Office is located on Sayle Street, just north
of Loop 315, (903) 455-5363. A Post Office Substation is located
at 6300 Wesley Street.
- Public Housing: The Greenville Housing Authority provides
rental assistance to persons meeting specified income requirements.
